Aparntly there's reason to believe that the speed of light has changed over the exitence of the universe. This could lead to more circumstancial evidence in support of the string theory.

And ponderings on how such a reality could effect our understanding of the universe and the ways in which we manipulate it?

I predict that there will be a "density" factor involved that will account for the perceived variation in alpha. The concentration of light and dark energy and matter in the early universe causes the underlying fabric of spacetime itself (between atoms, as well as between the subatomic particles within the atoms) to "shrink," resulting in a variation in the fine structure constant.

As far as practical applications are concerned, there are none at present.
