Now, I'm not an urban planner or nuthin', but neither are you, so I'm guessing this notion is a result of your exhaustive research on the mattter. Kindly point me towards one o' them studies that says "major chain retail" drives residential in urban downtowns instead of the other way around, hey? For all I know, there might be something behind the idea, but I'd like to see it.

Yup. Either way, I'm boned if they actually build that thing. Its west side'll be, like, twenty feet from three-fourths of my windows, and my river view gets turned into a view of a parking garage, in which I'll be paying to park, since the building'll obliterate the River House lot.

As Victor Gruhen once said of Knoxville, "Either with or without their Market Square the CBD will be useless in fourty years" He said that in 1954.

Downtown Knoxville needs a decent sized grocery store with easy parking or within walking distance of most of downtown. Then provide some tax breaks from some developers to create some affordable housing in those vacant buildings. Then the place will morph into a decent little sub-community of itself, and once you have more people living there, other shops and amusement venues will open of their own accord.
