Election by lottery

Let's say that once every two years a local, state and federal lottery were held in which the lucky chosen were to represent their respective areas for the following two years. Imagine that they receive only a stipend and live in their own homes or the local Motel 6. Imagine that there is no time to learn all the tricks and secrets to make it extremely profitable to be a senator. Imagine only having enough time to serve the best interests of the people. Imagine no option but to do the job and go home.

NOW WAKE THE FUCK UP!

Basically, you're talking about making sure that the politicians never actually know what the hell they're doing or who's controlling them.

Entrenched incumbency is a bad thing. So is entrenched naivete. I would like some other choices, please.

OK, the point was that they wouldn't have time to learn the bad tricks, only time to do the job.
