"We pay $42 million a year back to creditors" through the Knoxville
Chapter 13 program, Kerney says. "There's nothing wrong that needs
to be fixed. We're self-supporting. We get no government money. We
make a plan and distribute as much as we can back to creditors."

The trustee's office takes about 4 percent of the money put into
each plan to pay salaries and operating costs. "It's never over 4
percent," Kerney says. "Nobody makes any money off of it. It goes
back to creditors."

Register of Deeds Steve Hall turned over a record 2.414 million in
excess fees to Knox County for the fiscal year ending June 30, 2003.
The recent surge in refinances was a major factor in the record-
setting year, Hall said. the Register of Deed's office collects a $5
fee for every dee it records. These recording expenses fund all
staffing expenses of the office and the excess is remitted quarterly
to the Knox County general fund to help with county expenses such as
schools and roads.

The Register of Deeds has been self-sufficient it seems like
forever. The Register of Deeds and the Knox County Library System
are very prudent and give the taxpayer quite a bang for their buck. It can be done folks! Just a little bit of creativity here and there combined with good business sense.
